The Mayor of Port Harcourt City Local Government Area, Sir (Hon.) Allwell Ihunda DSSRS JP, has formally presented the 2026 Appropriation Bill totaling Nineteen Billion, Nine Hundred and Seventy-Six Million, Six Hundred and Seventy-Three Thousand, Four Hundred and Sixty-Eight Naira, Fifty-Six Kobo (โฆ19,976,673,468.56) to the 10th Legislative Council of Port Harcourt City Local Government Area.
The proposed budget, aptly christened โThe Budget of Consolidation and Impactful Governance,โ is designed to consolidate ongoing development efforts while accelerating service delivery, infrastructure development, and social welfare at the grassroots.
Presenting the bill, Sir Ihunda described the occasion as a fulfillment of his constitutional responsibility, stating that the budget reflects his administrationโs resolve to translate public resources into tangible benefits for residents of the city.

He explained that the 2026 budget proposal is strategically structured to prioritize staff welfare, social services, and essential infrastructure that will strengthen governance and service delivery across communities.
According to the Mayor, the budget proposal is segmented into two major components:
Recurrent Expenditure and Social Benefits: โฆ15,346,673,468.56
Capital Expenditure: โฆ4,630,000,000.00
This brings the total budget size to โฆ19,976,673,468.56.
Mayor Ihunda noted that the 2026 Appropriation Bill is the first he is presenting to the Legislative Council in the new fiscal year and commended the Councillors for its spirit of cooperation and partnership with the Executive arm of government.

He further disclosed that the proposed budget is expected to take effect on 1st March 2026, following legislative scrutiny and approval.
The Mayor assured that the budget was prepared strictly in line with Financial Memoranda and International Public Sector Accounting Standards (IPSAS), ensuring transparency, accountability, and fiscal discipline.
Funding for the 2026 Appropriation Bill, he explained, will be derived from Statutory Allocations from the Federation Account Allocation Committee (FAAC), Value Added Tax (VAT), and Internally Generated Revenue (IGR).
In his concluding remarks, Mayor Ihunda expressed optimism that the budget would place Port Harcourt City Local Government on a path of sustainable growth and inclusive development.
