The Port Harcourt City Local Government Council wishes to draw the attention of vehicle owners, commercial drivers, traders, business operators, motor park unions, transport associations, and the general public to the growing nuisance caused by illegal trading activities and unauthorized vehicle operations across major roads and junctions within the City.

The Council notes with concern that roadside trading, unauthorized motor parks, mechanic activities, loading and offloading on road shoulders, and the indiscriminate display of goods have continued to obstruct free traffic flow, degrade the city environment, and create security risks.

In view of this, the Mayor of Port Harcourt City, Sir (Hon.) Allwell Ihunda DSSRS, JP hereby directs that with immediate effect:

β—ΎAll trading and commercial activities
β—ΎRoadside motor parks and mechanic
β—ΎLoading/offloading of vehicles
β—ΎDisplay of goods or wares
β—ΎConstruction or placement of structures/barriers
Within two (2) meters from the edge of any public road or drainage channel are strictly prohibited.

Defaulters will be subjected to immediate enforcement measures, which may include the removal or demolition of illegal structures, confiscation of goods, sealing of affected premises, arrest, prosecution, and other sanctions as provided under the Port Harcourt City Local Government Bye-Laws and applicable laws of Rivers State.

The Council’s Task Force on Traffic Decongestion and Environmental Sanitation has been fully activated and will begin strict enforcement operations.

The Port Harcourt City Local Government Council remains steadfast in its commitment to restoring order, safeguarding public safety, and preserving the Garden City image of Port Harcourt through the removal of illegal structures and the clearing of all road’s obstructions.

Signed:

Sir (Hon.) Allwell Ihunda DSSRS, JP
Mayor, Port Harcourt City Local Government Council.
6th March, 2026.
