The commissioning ceremony attracted Commissioners, Directors of the Commission, and legal practitioners representing various Local Government Areas across the state. In his opening remarks, the Commissioner in charge of the Legal Department, Barr. @Richard Ewoh, expressed appreciation to the Mayor for honouring the invitation despite the short notice and his demanding schedule. He attributed the Mayor’s presence to his progressive leadership style and commitment to institutional development. Barr. Ewoh also commended the Chairman of the Commission, Mr. Israel N. Amadi, for his swift support in actualizing the establishment of the legal library, noting that strengthening legal departments across Local Government Areas would enhance administrative efficiency and promote a sound legal system within the local government structure.

In his keynote address, the Chairman of the Commission, Mr. Israel N. Amadi, reaffirmed the Commission’s commitment to creating a conducive and professional working environment for staff of the Commission and the entire Local Government workforce in Rivers State. He emphasized that strengthening institutional frameworks, particularly the legal department, would contribute significantly to curbing irregularities and promoting accountability within the local government system. Mr. Amadi also appreciated the Mayor for attending the event and expressed optimism for continued collaboration between the Commission and Local Government Chairmen in the state.

Commissioning the facility, Mayor Allwell Ihunda, who also serves as Chairman of the Association of Local Governments of Nigeria in Rivers State, commended the leadership of the Commission for embarking on what he described as a significant and impactful project aimed at strengthening the legal framework of the local government system. He acknowledged the visible reforms and improvements within the Commission, noting that the ongoing personnel audit and verification exercise demonstrates the Commission’s dedication to transparency and institutional reform.

The Mayor emphasized the importance of synergy between legal officers in the Local Government system and political appointees serving as legal advisers, stressing that such collaboration is essential for continuity and effective handling of legal matters affecting councils. “Government is a continuum; cases handled today will remain within the system tomorrow, and it is important that our legal officers and appointed advisers work together to protect the interest of our councils,” he stated.

Mayor Ihunda further assured that he would convey the request for improved legal facilities in Local Government Councils to his colleagues and pledged to begin the process in Port Harcourt City. He also encouraged legal practitioners across the councils to make effective use of the newly commissioned legal library for research and professional development, while urging them to take ownership of the facility and ensure its proper maintenance for the benefit of the Local Government system.

The event concluded with the formal commissioning of the Legal Office and inspection of the facility by the Mayor and members of the Commission.
